HPD M/WBE Capacity Building RFP Award

Revelant Projects

West Halem Renaissance and Redevelopment is a The Third-Party Transfer (TPT) scattered sites project located along Amsterdam Avenue, Lenox Avenue and West 145th Street in Central Harlem. The 5 buildings portfolio consists of distressed assets that went into in-rem foreclosure or remained in the city portfolio prior to being awarded to Infinite Horizons. The total cluster consists of 122 units with commercial spaces that will be substantially rehabilitated into fully electrified affordable housing. This project represents a project of similar size and in proximity to the Former Lincoln Correctional Facility at 31-33 West 110th Street The project received a grant from HPD Sustainability and NYSERDA pilot program for electrification. This will be a 9% LIHTC project with AMI’s for 30%, 40% ,50%, 60% and 80%, we also have homeless set aside units throughout the project. The scope of work includes a new heat pump system, electrification of the building, new electrical wiring throughout and LED fixtures, installation of new solar panels, plumbing, kitchen and bathrooms renovation, floor and sub flooring replacement, new roofs, façade work, windows, and security systems. In most cases throughout these buildings there will be structural replacement of joist members due to conditions observed during inspections. The total development cost is $65,000,000.

LIHTC (Low-Income Housing Tax Credit) Development

Cortlandt Manor Location: Melrose, Bronx Size: 26,305 GSF
Units: 23 units, 100% affordable TDC: $22 Million
Completion Date: 2026

Description: Infinite Horizons was awarded the vacant land site located at 784 Cortlandt Avenue/ 359 E.157th street in the Bronx through HPD’s MWBE Capacity Building RFP. Cortlandt Manor will be a 6- story, 23-unit affordable housing mixed use building with 2,000 square feet of community facilities. This project received a 9% LIHTC award. The building will be all-electric with Passive House design features. Courtlandt will be Infinite Horizons first new construction, mixed-use affordable housing development and will mark Infinite Horizons entry into the affordable housing industry as prime developer of an HPD M/WBE Capacity Building Initiative development site.

Lincoln Correctional Facility Seneca

Location: Central Harlem, New York Size: 100,000 GSF
Units: 105 TDC: $90 MM
Completion: 2028

Description: Seneca will provide 105 affordable homeownership units that will enable wealth-building for Harlem-residents, bring vibrant artistic, cultural, and educational programming for the community, and provide workforce and contracting opportunities for M/WBE and formerly incarcerated individuals. The redevelopment of the Former Lincoln Correctional Facility is a unique opportunity to create a vital, mixed- use affordable housing development that provides economic opportunity to benefit all of Harlem and beyond. At Seneca, all residential units will be affordable at 80% and 100% AMI and a unique mix of arts, cultural, and educational community facility uses will ensure that the development is programmatically rooted in the neighborhood. The end product will be a highly sustainable, efficient building defined by thoughtful design; practical and ideal unit layouts; vibrant community-centric uses; access to daylight, exterior spaces, and greenery; and healthy biophilic materials that advance a high-quality design.

Eastchester Gardens

Units: 877 100% affordable TDC: $525 MM
Completion Date: 2028

Description: Eastchester Gardens, located in the northeastern section of the Bronx, consists of 10 buildings with 877 units and is home to approximately 2,000 residents within Community District 11. The development was selected to participate in the Permanent Affordability Commitment Together (PACT) – Rental Assistance Demonstration (RAD) program, an initiative aimed at preserving and enhancing affordable housing while improving services for residents. As part of this initiative, the New York City Housing Authority (NYCHA) and the Eastchester Gardens Resident Association (RA) selected RDC Development and Infinite Horizons as PACT project partners to lead the rehabilitation of the property. This collaboration follows a resident-first approach, ensuring that planned improvements not only upgrade buildings and infrastructure but also provide comprehensive social services that support the well- being of residents.

Bayview Houses

Location: Canarsie, Brooklyn NY Size: 8 acres (campus)
Units: 1610 100% affordable TDC: $828 MM
Completion Date: 2029

Description: Bayview Houses is, located in the Carnise section of Brooklyn, consists of 25 buildings with 1610 units and is home to approximately 3,500 residents. The development was selected to participate in the Permanent Affordability Commitment Together (PACT) – Rental Assistance Demonstration (RAD) program, an initiative aimed at preserving and enhancing affordable housing while improving services for residents.
